Abstract:
This project details the Navigational Risk Assessment surveys undertaken by Strategic Marine Services (SMS) Ltd within the site of the Gwynt Y Mor Offshore wind farm. SMS used data from Maritime Traffic Surveys conducted for npower renewables by Anatec UK Limited as well as consulting senior and experienced mariners. Computer simulations were run to calculate the effect of the Wind Farm on navigation and was used in combination with other desk based research.

Computer simulation techniques were employed to assist in the evaluation of the effects on navigation and shipping. The assessment identified a number of combinations of hazard and hazardous event that, when considered with the ‘controls likely to be in place’ presented an impact on navigation and shipping that was not acceptable without the application of additional controls. The ‘controls likely to be in place’ were considered as those attributable to the existing regulatory regime ‘presumed controls’ (e.g. the provisions of UK Merchant Shipping Acts and the requirements of IMO Conventions) and ‘assumed controls’, i.e. those that might be regarded as ‘standard’ when designing and constructing an offshore wind farm. A number of senior and experienced mariners with first hand and up to date knowledge of the Liverpool Bay area and with the benefit of computer simulation concluded that navigation in the proposed wind farm should not normally be attempted by vessels other than small craft. When built (and during the construction and decommissioning phases) the wind farm’s structures would mean that vessels bound to and from the entrance to the River Mersey on an east / west route would have a reduced amount of sea room in which to navigate. Effectively these vessels would be required to navigate in a ‘corridor’ formed by the northernmost row of wind turbine generators and the Douglas Oil Field Platform. Both eastbound and westbound vessels would be navigating in this ‘corridor’ which, allowing for a ‘nominal’ distance of 500 metres from the Douglas Oil Field Platform and a similar distance from the wind farm structures, would be about 2 nautical miles wide. This assessment has also identified a number of other impacts on navigation and shipping for which mitigation is considered necessary to provide for an acceptable level on navigation and shipping. Measures (additional controls) have been proposed in this report to address the combinations of hazards and hazardous events that lead to unacceptable impact levels. These additional controls include a proposal to establish routeing measure, advice to mariners through cautionary notes published on the relevant navigational charts, control of navigation of wind farm traffic during the construction, operational and decommissioning phases of the project and the establishment of safety zones around each wind farm structure |
