Abstract:
Author: Defra. Report number: R445. The UK Government is committed to bring forward proposals for a Marine Bill that will introduce within its area of responsibility a new framework for the seas, based on marine spatial planning, that balances conservation, energy and resource needs. This document discusses the aims and scope of the Marine Bill. It sets out the main reasons why the UK Government thinks that new legislation is required. It outlines the background to and the proposed contents of the Bill, summarising its main components and how they are expected to fit together. No final decisions have been made on what might eventually be included in the Bill. This consultation therefore invites the views of anyone with an interest and forms a significant part of the process of shaping the scope and content of the Government"s final policy proposals.

| Lineage | Lineage includes the background information, history of the sources of data, data quality statements and methods. | Safeguarding our Seas, published in May 2002, set out our vision for ‘clean, healthy, safe, productive, and biologically diverse’ seas. It described our strategy for the conservation and sustainable development of the marine environment. Part of that strategy has been to examine how we can streamline regulation for those who make a living from the sea and how we can better protect the marine environment. Despite the sea’s importance, we do not currently fully co-ordinate the various demands we place upon it. The Marine Bill will help us to do this by creating a framework with sustainable development at its heart. It will contribute to the coordination of our activities on, and in, the sea in a harmonised way to ensure that they have minimum impact upon each other and the marine environment. A new framework will have to be sufficiently flexible to allow us to respond to changing demands on the sea. These could result from climate change, changes in technology, or new human activities. Creating a framework that can do this is an enormous challenge for Government. We want you to join the debate and contribute your views, whatever your interest in our coasts and seas. The comments that you make will help to determine the final shape of our proposals. |
