Metadata: 2013-2014, LDA Design, Zone 9 - Celtic Array, Seascape Landscape and Visual Impact Assessment
Abstract:
This study forms Chapter 16 of the Stage 2 Preliminary Environmental Information (Stage 2 PEI) of the Rhiannon Offshore Wind Farm, which is part of the Environmental Impact Assessment (EIA). The study was carried out by LDA Design and describes the existing environment with regard to Seascape, Landscape and Visual Amenity (SLVIA) and assesses the potential impacts of the Offshore Development area of the proposed Rhiannon Wind Farm (RWF). The study assesses and describes: -The landscape and seascape planning policy context for the Offshore Development including a review of the key designations and planning policies relevant to the application site and the wider study area and the effects of the Offshore Development on these designations; -The seascape and landscape character of the study area, and the sensitivity of regional seascape units and landscape character areas/types at a national/regional and local scale; -The visual prominence of the Offshore Development and the sensitivity of representative visual receptors; -The magnitude of effect arising from the construction, operation and decommissioning of the Offshore Development; -The significance of the effects of the Offshore Development on seascape and landscape character, and on representative visual receptors; and -The cumulative effects of the Offshore Development to the identified baseline in combination with other onshore and offshore wind farms and infrastructure which are constructed/operational; and/or consented and in-planning/in-scoping within a 60km cumulative area of search.

| Lineage | Lineage includes the background information, history of the sources of data, data quality statements and methods. | Guidelines for Landscape and Visual Impact Assessment, published in April 2013 (GLVIA 2013) was used The methodology employed is informed by EIA Regulations and follows best SLVIA practice. It has 4 key stages: 1) Baseline – includes the gathering of documented information at an appropriate scale; scoping of the assessment and agreement of that scope with the client, relevant consultees, EIA coordinator and local planning authority; site visits; and, initial reports to the client of any issues that may need to be addressed within the design; 2) Design – review of initial development and turbine options, including mitigation and input into the design of the development 3) Assessment – includes an assessment of the seascape, landscape and visual effects of the development requiring site based work and the completion of a report and supporting graphics; and 4) Cumulative Assessment – assesses the effects of the proposal in combination with other wind farm developments.
