Abstract:
This study forms Chapter 14 of the Stage 2 Preliminary Environmental Information (Stage 2 PEI) of the Rhiannon Offshore Wind Farm, which is part of the Environmental Impact Assessment (EIA). The study was carried out by Anatec Limited and it describes the existing environment with regard to shipping and navigation and assesses the potential impacts of the Offshore Development area of the proposed Rhiannon Wind Farm (RWF).

The process then followed the methodology defined by the DECC -Department of Energy and Climate Change - DECC Methodology for Assessing Marine Navigational Risk (DECC, 2005) and MCA - Maritime and Coastguard Agency in assessing risk associated with the development of offshore wind farms. Baseline shipping activity within the Offshore Development was assessed using AIS- Automatic Identification System and Radar data collected in line with MGN 371 requirements to identify vessel types and activities. The period of data collection encompassed seasonal weather fluctuations in shipping activity and also accounted for a range of tidal conditions. The data set used as the main assessment tool and for modelling included 14 days AIS and Radar data collected in August 2012 from the Benaiah which was a dedicated survey vessel, 14 days AIS in December 2012 from shore based stations and 14 days AIS and Radar collected in May 2013 from the Glenravel also a dedicated survey vessel. A larger dataset of 21 months (collected from shore based AIS) was also assessed to identify both anchoring vessels and adverse weather routing of commercial vessels. This was undertaken to ensure that seasonality and varying weather conditions is captured out with the smaller dataset required under the MGN 371 required marine traffic survey period. Recreational vessel data was extracted from the AIS and Radar tracks recorded in August 2012, December 2012 and May 2013. Again this data was also considered alongside data collected from the shore based AIS stations and Fishing vessel data were extracted from the AIS and Radar tracks recorded in August 2012, December 2012 and May 2013 - Please note that presentation of fishing data within this report is controlled by the Marine Management Organisation and further information can be found in the Commercial Fisheries chapter - Chapter 13 of the Stage 2 Preliminary Environmental Information (Stage 2 PEI) |
