Abstract:
The series of ornithological assessments, commissioned by NWP Offshore Ltd and carried out principally by Casella Stanger Ltd with support from the Wildfowl and Wetlands Trust and the Countryside Council for Wales, took place between January 2001 and March 2002 to evaluate the impacts of the proposed North Hoyle Offshore Wind Farm on bird populations in Liverpool Bay. Findings concluded that the wind farm would not significantly affect qualifying seabird populations or designated habitats, with anticipated construction-related disturbances deemed short-term and low risk of collision or habitat loss. However, notable cumulative disturbance effects were identified at other sites within the bay, highlighting the importance of ongoing field monitoring, targeted data collection, and collaborative mitigation strategies. Recommendations include continued integrated survey methods, enhanced conservation management for key aggregation areas, potential Marine SPA designation, and adaptive project timing to safeguard sensitive populations, affirming the overall low ecological risk of the North Hoyle development but underlining the need for sustained ornithological monitoring in the region.

Due to the wind farm pre-dating the data clauses which The Crown Estate insert into all offshore windfarm leases, the offshore wind farm developer had no obligation to provide survey data to The Crown Estate.
