Metadata: 2007, RPS, Lynn and Inner Dowsing, Marine Mammal Observer and PAM Monitoring
Abstract:
Construction phase of the Centrica Renewable Energy Ltd’s (CREL) Inner Dowsing and Lynn offshore wind farms began in April 2007. As underwater noise generated during construction of wind farms - principally through pile driving - has previously been shown to be of physical risk to marine mammals in close proximity, and the area is known to be utilised by marine mammals, Natural England and DEFRA requested a procedure of mitigation measures against this potential damage. The basic principle of the MMMP was to ensure that no marine mammals were within 500 metres of the pile during the 30 minute period preceding the start of piling. To confirm their absence two marine mammal observers (MMOs), one of whom operated a passive acoustic monitoring (PAM) system, were to be stationed onboard a crew boat prior to all pile-driving operations. By conducting radial transect surveys around the point of piling the MMO’s could ensure that piling would not commence should marine mammals be detected in the 500 metres exclusion zone in the critical pre-piling period. In addition, a soft start was to be implemented for all piling events.

| Lineage | Lineage includes the background information, history of the sources of data, data quality statements and methods. | The vessel used for the majority of marine mammal surveys, between 21/04/2007 and 12/11/2007, was the MV Sirocco. When this vessel was released from charter, the Windcat 7 was made available for remaining marine mammal monitoring. Both visual and acoustic methods were used to detect the presence of marine mammals in the vicinity of the pile. A team of two experienced marine mammal observers (MMOs) was present during the pile-driving operations, one of whom also operated a passive acoustic monitoring system (PAM). Visual observations were carried out prior to and during the pile-driving operations using the naked eye and binoculars. The PAM system was used to detect marine mammal vocalisations and its output was monitored by the PAM operator prior to the commencement of piling operations. Provided weather conditions and light levels allowed, visual and acoustic mitigation surveys were carried out prior to each pile-driving event. Had the weather or site conditions not permitted the survey vessel to transit to the site, the Fisheries Liaison Officer (FLO) on board the Resolution was responsible for undertaking visual MMO duties. In the event of pile driving commencing at night, only acoustic mitigation surveys were conducted. |
