Metadata: 2026, Offshore Colocation Forum, Project Anemone - Colocation of Offshore Wind, CO2 Storage & Oil and Gas
Abstract:
To better understand what is needed for the offshore wind, carbon capture and storage (CCS) and oil and gas sectors to operate together in an increasingly busy marine environment, the Offshore Wind and CCS Colocation Forum and Offshore Energies UK (OEUK) came together to sponsor Project Anemone. The final report by the project delivery partners – OEUK, Decarb Scotland (formerly NECCUS) and ORE Catapult – has now been published, setting out perspectives from these three sectors on actions that could be taken to help effectively plan for and manage overlaps between them. Project Anemone brought together developers, regulators, seabed managers and industry organisations from across the three sectors in a series of interviews and focused workshops. Discussions focused on how decisions across project lifecycles are taken in practice, rather than on technical design or new regulation, emphasising that many colocation challenges stem from timing, coordination and limited early visibility of potential overlaps.

The first established a shared understanding of the regulatory landscape and the operational issues associated with colocation. The surveys were used to shape the agendas around the issues developers considered most important. The workshops then explored operational, regulatory, environmental, commercial and technical requirements in more detail, with a particular focus on regulatory clarity, the alignment of licensing and leasing processes, technical and operational interfaces, early engagement, and data sharing and agreement structures. |
