Abstract:
The primary objectives of this project are to test quieter alternative technologies for the clearance of unexploded ordnance (UXO) encountered during offshore wind farm construction. The project aims to reduce the environmental impact of UXO clearance, particularly underwater noise that can harm marine life, by supporting the effectiveness testing of new technologies in controlled environments. By building a robust evidence base, the project seeks to enable more efficient and environmentally sustainable licensing processes, facilitate the broader adoption of quieter clearance methods, and support the acceleration of offshore wind deployment to meet the UK's 2030 renewable energy targets. Additionally, the project intends to minimise disturbance in protected marine areas and contribute to national and international commitments to lower underwater noise and improve the condition of Marine Protected Areas by 2042.

Intended Impacts: • Influencing policy: The project will provide evidence on the efficacy of a range of novel UXO clearance technologies to result in lower noise levels to support the government’s Joint Position Statement on UXO clearance in the marine environment. • Reduced consenting times (through reduced uncertainty): The project will provide evidence backed research to provide greater certainty about the efficacy of a range of novel UXO clearance technologies to reduce noise, which will achieve consensus among stakeholders and regulators to inform license determination for applications on accepted methods of UXO removal that minimize impacts on marine species. • Reduced environmental impact: The project outputs will result in increased confidence in the usage of alternative low noise technologies for UXO clearance and a reduction in environmental impacts, reducing the levels of noise entering the marine environment. • Energy security: The project outputs will provide developers with more options when applying for marine licences to clear UXOs and will give regulators confidence that the methods proposed will result in lesser impacts on the marine environment. Both outcomes will support faster processing times when determining licence applications. • Reduced consenting times (through proportionate assessment): The project outputs and outcomes will reduce overall offshore wind construction timelines by providing regulators confidence that quieter alternative technologies will reduce impacts; additionally, it may increase the number of UXOs that can be cleared in each day or season within harbour porpoise Special Areas of Conservation where noise disturbance thresholds are implemented, reducing delays to operations within these sites. • Other: The project outputs will encourage further innovation as the evidence-based research will encourage competition in the commercial EOD market in the offshore renewable sector for new UXO clearance technologies. |
