  <dc:description xmlns:dc="http://purl.org/dc/elements/1.1/">To support the Marine Licence application, Hywind (Scotland) Limited (HSL) is required to produce a statutory Environmental Statement (ES)
under the Marine Works (Environmental Impact Assessment) Regulations 2007 in order to determine whether there
is potential for the Project to have any adverse effects on the environment. The ES includes consideration of
navigational issues via a Navigational Risk Assessment (NRA) as well as an evaluation of potential impacts on
Natura 2000 sites through a Habitats Regulations Appraisal (HRA) assessment. Depending on the findings of the
EIA there may also be a requirement for a European Protected Species (EPS) Licence and/or Wildlife Licence.
Marine Scotland will confirm this requirement during the ES review. Throughout the EIA process the Design Envelope (previously known as Rochdale Envelope) approach has been
used to assess the project design which could result in the greatest potential environmental impacts. Whilst this
approach results in a conservative impact assessment; care must be taken to ensure the impacts predicted to arise
from the project are not over estimated, such that they are unlikely to ever occur, and therefore undermine the EIA
