    "description": "Costa Head Wave Farm Limited is seeking a Scoping Opinion for the offshore elements of\r\nthe proposed Costa Head wave array from the Scottish Ministers under Section 7 of the\r\nElectricity Works (Environmental Impact Assessment) (Scotland) Regulations 2000.\r\nComment is also sought and welcomed from other stakeholders with an interest in the\r\nproposed development. The Scoping being sought is for the array, subsea export cables\r\nand all offshore project infrastructure below Mean High Water Springs (MHWS).\r\n\r\nThe onshore aspects of the development will be subject to a separate Screening Opinion\r\nrequest under the Town and Country Planning (Environmental Impact Assessment)\r\n(Scotland) Regulations 2011.\r\nThis Scoping Report has been produced by Xodus Group in line with relevant guidance and\r\nrecent consultation with Marine Scotland, its advisory bodies and other key stakeholders. A\r\ndescription of the proposed development along with SSER\u2019s proposed approach to the EIA\r\nand NRA is provided.",
