    "description": "Anatec was commissioned by Xodus Group Ltd on behalf of Hywind Scotland Limited\r\n(HSL) (hereafter referred to as \u2018Statoil\u2019) to perform a shipping and navigation assessment of\r\nthe proposed Hywind Scotland Pilot Park Project in Buchan Deep off Peterhead.\r\nThe report presents information on the proposed development relative to the baseline\r\nnavigational activity and features for the area. Following this, an assessment of the impact of\r\nthe proposed development on navigation is presented. The assessment forms part of the\r\nEnvironmental Impact Assessment (EIA). A key requirement of the EIA is the Navigational Risk\r\nAssessment (NRA). Following the Department of Energy and Climate Change (DECC)\r\nMethodology and Marine Guidance Notice (MGN 371), an NRA for the Project has been\r\nundertaken and includes:\r\n? Overview of base case environment;\r\n? Maritime traffic survey;\r\n? Implications of Offshore Renewable Energy Installations (OREIs);\r\n? Assessment of navigational risk pre and post development of the proposed Hywind\r\nScotland Pilot Park Project;\r\n? Formal Safety Assessment (FSA);\r\n? Implications on marine navigation and communication equipment;\r\n? Identification of mitigation measures;\r\n? Search and Rescue (SAR) planning; and\r\n? Through life safety management.\r\nThe assessment reviews the following phases:\r\n? Pre-construction;\r\n? Construction;\r\n? Operation and maintenance; and\r\n? Decommissioning.",
