As\r\nsuch, following early consultation with the statutory consultees, Vattenfall is submitting\r\nthis scoping report as a formal request for a \u2018scoping opinion\u2019 (see Sections 1.6 and\r\n1.7).\r\nThis scoping report aims to identify the key issues for the Kentish Flats Extension\r\nproject and sets out the proposed approach to addressing those issues through the EIA\r\nprocess and in developing the final ES in support of the application for consent.",
