Author: Cefas Report number: R453 Active steps must be taken when reviewing licence applications to dredge in harbours or to extract marine aggregates, in order to avoid treating them as single activities undertaken in isolation. This project addressed the evaluation of dredging applications in respect of their impact on commercial fisheries and fish resources, and proposed a standard procedure for the assessment of the likely impacts of dredging. Such an approach will ensure that from year to year, and throughout UK coastal waters, a standardised approach is adopted for licence

Lineage | Lineage includes the background information, history of the sources of data, data quality statements and methods. | One of the most contentious topics surrounding marine aggregate licensing and navigation dredging involves the potential disturbance to the biological environment. In particular, the disturbance to fish spawning and nursery areas, and the disruption to commercial fishing activities, have a high political profile. This is especially the case when several dredging activities occur in one region, where the potential for cumulative effects is considered by the fishing industry to be greatest. Thus, while each Statutory Consultee will want to assess dredging applications in terms of their own priorities, this section describes how CEFAS and DEFRA evaluate the application from a fisheries perspective. Although important, these are clearly not the only issues considered by DTLR when providing the Government View for a marine aggregate licence, or used by DEFRA when issuing a FEPA licence for harbour dredging. Different regulating authorities will have different responsibilities when assessing the likely impact of dredging. For example, local authorities will be most interested in those features of a licence which could adversely affect coastal processes such as beach erosion, while Country Conservation Agencies will focus on the proximity of the proposed works to coastal and seabed features of national and international conservation importance. Other organisations will be interested in the potential interference with other aspects of the marine environment such as telecommunications cables, historic wrecks, and pipelines |
