It uses mapping of seabird densities at sea from SeaMaST and NERC MERP (the latter being provisional maps not yet in the public domain) to inform about seabird densities across Regions 3 and 4 and in adjacent areas. It then lists the identified key ornithological impacts that could potentially constrain further development of offshore wind farms in the focal regions and nearby. It considers possible mitigation and compensation measures and possible improvements to impact assessments that may alter consenting risk. In particular, it considers the extent to which the current precautionary assessments may be replaced by evidence-based assessments that give greater certainty. It also considers the possibility that future decision making may be able to rely on empirical assessment of seabird population trends where those become more reliably informative than population modelling based on collision risk assessment or displacement impact estimation. Finally, it uses that material to derive and present recommendations regarding the inclusion or exclusion of Regions 3 and 4 in the Round 4 leasing process.
