The existing system for licensing applications for aggregate extraction has five main characteristics: • There is no ‘forward planning’ framework within which applications are considered to: – Give an overview of the nature and extent of the available resource in an area beyond the individual licence application site; or – Indicate preferred areas for potential extraction following consideration of constraints; • Applications for licences to dredge are submitted and dealt with on a case-by-case basis for particular areas of the seabed; • Proposals are drawn up by mineral operators, having carried out an assessment of the quality and extent of the resource in the area applied for; • Applications do not tend to include any detailed appraisal of the relationship between anticipated production, target markets and their demands – either in the UK or abroad
