This event was an important collaborative step in defining the programme, prior to launch. The event was hosted by The Crown Estate in conjunction with its programme partners, the Department of Energy and Industrial Strategy (BEIS) and the Department for Food and Rural Affairs ( Defra). It was chaired by Prof. Dickon Howell and workshops were independently facilitated. They worked to define the outcomes, goals and delivery routes that would be needed for a strategic enabling actions programme to meet the challenges in increasing offshore wind deployment in the UK in a co-ordinated and sustainable way. It was an incredibly productive day, with all involved taking the opportunity to contribute extensive expertise. As set out in this report, some excellent outcomes and goals have been defined which can now form the basis for a robust programme. There was consensus that the programme should maintain a strategic position rather than focus solely on project delivery. This will allow The Crown Estate and its programme partners to leverage existing programmes across UK Government, the devolved administrations, the private sector and academia and provide a delivery focus where this does not already exist. There is great ambition for this programme, which will be needed if we are to meet our aspirations for achieving Net Zero whilst at the same time protecting our sensitive marine environment and minimising conflict with other users of the sea. This workshop has provided an excellent starting point for a successful long-term programme.
