This work was undertaken between September 2007 and March 2008 to establish whether it is feasible to meaningfully compare the impacts of extraction of sand and gravel from the land and from the sea-bed. An early draft, including questions, was sent to stakeholders and it was then revised taking account of comments received. Chapter 8 sets out the approach and preliminary assessment to illustrate it. 3.4 Conclusions from the reviews of decision-making processes, frameworks and methods, data and impacts are reported in chapters 4-7. Conclusions made from developing and testing an approach are at chapter 8. Overall conclusions and recommendations, which were made once the approach had been tested through the preliminary assessment, are consolidated in chapter 9.
