The purpose of this guidance is to help direct aquaculture developments towards less sensitive areas of the Pembrokeshire seascape and to ensure that proposals are sited and designed in a way that respects the visual and seascape sensitivities of individual locations. The overarching aim is to support the successful consenting, operation, and growth of marine aquaculture in this nationally important and sensitive seascape, while protecting and enhancing its special characteristics and qualities. The approach and methodology have also been informed by the following guidance: 1) An Approach to Seascape Sensitivity Assessment (MMO1204), MMO, December 2019, 2) An Approach to Seascape Character Assessment, (NECR105), NE, October 2012, 3) Guidelines for Landscape and Visual Impact Assessment, 3rd Edition, LI and IEMA, 2013 (referred to as GLVIA3). The detailed methodology was developed and refined in consultation with the Steering Group leading this study, in particular with respect to the definition of the assessment framework and the criteria, indicators and thresholds to be used to determine levels of sensitivity within the context of the Pembrokeshire seascape.
