(CREL) on behalf of GLID Wind Farms TopCo Ltd. (GLID) proposes to undertake blade replacement maintenance works for all turbines within the Lynn and Inner Dowsing (LID) Offshore Wind Farms (OWF). The LID OWF site lies within the boundary of the Inner Dowsing, Race Bank and North Ridge cSAC. Some of the qualifying features for which this cSAC is proposed under the Habitats Directive are: 'sandbanks which are slightly covered by the sea at all times' and 'reefs', in this case biogenic reefs of the ross worm Sabellaria spinulosa (JNCC, 2010). Consultation was therefore undertaken with Natural England who advised on using the most recent dataset showing the locations of Annex I habitats within the area, as provided by Earth Sciences & Surveying Ltd. (EGS, 2011) in assessing the potential for impacts on the habitats and species within the vicinity of the blade replacement works. This information will enable Natural England to provide advice on any nature conservation issues in relation to the interest features of the cSAC. The works will involve the use of the self-propelled jack-up ‘Wind’, which is a Liebherr LTR 11200 crane built into the MS Wind vessel. The vessel is able to jack-up in water depths up to 35 m on four legs with no additional anchoring required. The process involves the removal of a blade, followed by the associated bearing, which are both then replaced by the MS Wind before moving onto the next blade. In total, 53 turbines (all turbines within the LID OWF, except ID01 which was completed last year) have been identified as requiring blade maintenance works (Figure 1) and it is anticipated that these works will be carried out between 16th May and 31st December 2011. It is anticipated that blade maintenance works at each turbine will require one jack-up movement over a period of a few days. However, in the event that the works are interrupted by weather delays or technical problems, there may be a requirement for more than one jack-up movement. Based upon experience, this Technical Note assumes the worst case scenario and subsequently the predicted maximum number of jack ups to be five movements per turbine, whereby 80% of turbines will require one to two movements, 15% will require three to four movements and 5% of turbines will require five movements. Where re-positioning is required, the intention would be to relocate the jack-up vessel within the footprints created by the previous attempt, within an accuracy of +/-1.0 m. However, due to health and safety concerns, the jack-up vessel may have to be positioned in a different location, at least 3.75 m from the original jack-up position. The jack-up vessel will always remain within the no cable zone (area adjacent to each turbine defined as free from cables that is therefore, safe for vessels to jack-up in, see Figure 1). Based upon experience, this Technical Note assumes that the vessel is jacked-up for a maximum of ten days at any one time (worst case scenario) and assumes the period of time between each jack-down and jack-up event to be between one (minimum) and 21 (maximum) days. This Technical Note is based upon our current understanding and knowledge of the worst case scenario, however should such a situation arise which is not covered by the above scenarios, CREL would inform Natural England and the Marine Management Organisation (MMO).
