These key areas were ranked in order of priority and solutions presented for the key areas of concern in the form of strategic technical work packages. As part of this process cumulative effects were identified as a key area of risk. A proposal was made to The Crown Estate for the development of a tool (or suite of tools) to provide a common source of information on the magnitude of predicted effects on ornithological receptors (primarily collision rates) of planned, consented and operational projects. The aim of the tool would be to calculate the magnitude of effects using up to date methods and data for each site. Currently there is often disagreement about the magnitude of cumulative and in-combination effects and so it was expected that there would be broad agreement that a common, agreed source of information on the effects of projects would be helpful. However, it was considered important to confirm that interest and to establish the wider appetite for a tool that was configured in the way proposed. The purpose of this study was, therefore, to consult the wider industry and its advisors about the interest in a tool to facilitate Cumulative Effects Assessments (CEA) for ornithology for future offshore wind farm development and to explore further its purpose and scope. |
