Metadata: 2013-2014, Anatec, Buchan Deep, Navigation Risk Assessment
Abstract:
Anatec was commissioned by Xodus Group Ltd on behalf of Hywind Scotland Limited (HSL) (hereafter referred to as ‘Statoil’) to perform a shipping and navigation assessment of the proposed Hywind Scotland Pilot Park Project in Buchan Deep off Peterhead. The report presents information on the proposed development relative to the baseline navigational activity and features for the area. Following this, an assessment of the impact of the proposed development on navigation is presented. The assessment forms part of the Environmental Impact Assessment (EIA). A key requirement of the EIA is the Navigational Risk Assessment (NRA). Following the Department of Energy and Climate Change (DECC) Methodology and Marine Guidance Notice (MGN 371), an NRA for the Project has been undertaken and includes: ? Overview of base case environment; ? Maritime traffic survey; ? Implications of Offshore Renewable Energy Installations (OREIs); ? Assessment of navigational risk pre and post development of the proposed Hywind Scotland Pilot Park Project; ? Formal Safety Assessment (FSA); ? Implications on marine navigation and communication equipment; ? Identification of mitigation measures; ? Search and Rescue (SAR) planning; and ? Through life safety management. The assessment reviews the following phases: ? Pre-construction; ? Construction; ? Operation and maintenance; and ? Decommissioning.
