Metadata: 2021, NRW, NE, and JNCC, The Crown Estate Research, Guidance on key ecological sensitivities to Marine Aggregate extraction
Abstract:
Natural Resources Wales (NRW), Natural England (NE) and the Joint Nature Conservation Committee (JNCC) have produced advice documents providing an overview of the ecological sensitivities to marine aggregate extraction within Welsh and English inshore and offshore waters. These documents contain detail on the pressures and environmental impacts associated with aggregate dredging, including the habitats, species and marine protected areas most sensitive to these impacts. The aim of these documents is to help inform prospective lease applicants in the siting of potential marine aggregate extraction activities as part of The Crown Estate’s 2021/22 aggregates licensing round. These documents were produced for The Crown Estate. The advice provided is not exhaustive and does not replace the need for a detailed assessment of individual projects. It is therefore non-binding and provided without prejudice to any further advice given or decisions made by NRW, NE and the JNCC. It is recommended that operators engage with the relevant statutory nature conservation body as early as possible when planning marine aggregate extraction to avoid significant environmental and consenting risks.

| Abstract | The abstract provides a clear and brief statement of the content of the resource. | Natural Resources Wales (NRW), Natural England (NE) and the Joint Nature Conservation Committee (JNCC) have produced advice documents providing an overview of the ecological sensitivities to marine aggregate extraction within Welsh and English inshore and offshore waters. | Lineage | Lineage includes the background information, history of the sources of data, data quality statements and methods. | The document is intended to help applicants in the following ways: - To describe potential environmental impacts of marine aggregate extraction in Welsh waters and to alert developers to possible consenting risks - To inform the final choice of locations for individual extraction campaigns - To support developers with the preparation of assessments that accompany marine licence applications The advice within this document does not cover: - The impacts of any additional port infrastructure that might be necessary to support extraction activities - The onward transport or use of marine aggregate materials - Advice on the marine licensing process This document aims to identify the marine ecosystem features that are particularly sensitive and vulnerable to aggregate extraction in Welsh inshore and offshore areas. It therefore focuses on the effects upon physical processes, benthic habitats, fish, birds and marine mammals as the main sensitivities to this activity. Of these, physical processes and benthic habitats are most likely to be affected by extraction activity. Consideration is given to the effects of development upon fish, birds and marine mammals although the likelihood of effects on these receptors will depend on the nature of individual extraction campaigns, and so the sections covering these receptors are less detailed. The advice necessarily focuses on the implications for sites and species of nature conservation importance but also references other important environmental receptors that are subject to some form of legal protection and are vulnerable and sensitive to aggregate extraction. The focus has been to provide detailed information about the effects of development upon physical processes and benthic habitats which are most commonly considered in the assessment of applications. It should be noted that the information provided is not exhaustive and the range of effects of specific marine aggregate extraction campaigns may vary from campaign to campaign â?? effects being dependent upon the nature, location and timing of activities. The advice is generic and is not intended as a substitute for consultation with NRW marine licensing or advisory teams or for the detailed environmental assessment that will be needed for each application. |
