Abstract:
SMart Wind Limited (hereinafter referred to as SMart Wind) on behalf of OptimusWind Limited and Breesea Limited is promoting the development of Project Two, comprising up to two offshore wind farms in the southern North Sea with a total generating capacity of up to 1,800 MW. Project Two comprises offshore generating stations with a capacity of more than 100 MW and therefore is a Nationally Significant Infrastructure Project (NSIP), as defined by Section 15(3) of the Planning Act 2008 (the 2008 Act). As such, there is a requirement to submit an application for development consent to the Planning Inspectorate (PINS). An Environmental Impact Assessment (EIA) has been undertaken for the project in accordance with the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009 (EIA Regulations). This Draft Environmental Statement constitutes the Preliminary Environmental Information for Project Two and sets out the findings of the EIA to date to support pre-application consultation activities required under the 2008 Act. The EIA will be finalised following completion of pre-application consultation and the Final Environmental Statement will accompany the application to PINS for development consent. The Final Environmental Statement will be submitted in support of the application for a Development Consent Order (DCO) under Section 37(3) of the 2008 Act and Regulation 3 of the EIA Regulations.

The design scenarios selected for assessment of impacts on European sites were those which would result in the greatest potential effect on relevant features. Specifically, this Tier includes all projects where the developer has advised PINS in writing that they intend to submit an application in the future, or where only a scoping report is available (i.e. a full ES is not available). |
