Abstract:
Author: Office of the Deputy Prime Minister (ODPM). Report number: R48.Posford Haskoning, David Tyldesley and Associates, CEFAS and Hydraulics Research have prepared this report for the Office of the Deputy Prime Minster. The aim of this report was to Scope whether a development plan approach, possibly based on that used within the land use planning system in its current state (2003), or an alternative, could provide a suitably strategic and sustainable approach to the identification and allocation of areas for marine aggregate dredging in English marine waters. The main aim of applying planning principles to marine aggregate extraction was to help ensure that a sustainable approach was taken to future activities.

The existing system for licensing applications for aggregate extraction has five main characteristics: • There is no ‘forward planning’ framework within which applications are considered to: – Give an overview of the nature and extent of the available resource in an area beyond the individual licence application site; or – Indicate preferred areas for potential extraction following consideration of constraints; • Applications for licences to dredge are submitted and dealt with on a case-by-case basis for particular areas of the seabed; • Proposals are drawn up by mineral operators, having carried out an assessment of the quality and extent of the resource in the area applied for; • Applications do not tend to include any detailed appraisal of the relationship between anticipated production, target markets and their demands – either in the UK or abroad |
