Metadata: 2019, The Crown Estate, Offshore Wind Evidence and Change Programme (OWEC), Record of the workshop held on 4 December 2019
Abstract:
Key stakeholders with an interest in the future of offshore wind in the UK were invited to an event comprising of themed participatory workshops to help shape a programme of strategic enabling actions for the future deployment of UK offshore wind The outputs from the event formed the Needs Case for the programme, now known as the Offshore Wind Evidence and Change Programme. This event was an important collaborative step in defining the programme, prior to launch. The event was hosted by The Crown Estate in conjunction with its programme partners, the Department of Energy and Industrial Strategy (BEIS) and the Department for Food and Rural Affairs ( Defra). It was chaired by Prof. Dickon Howell and workshops were independently facilitated. Workshop participants were invited to contribute to: - Developing the programme outcomes and priorities - Defining desired goals aligned to outcomes - Recommending routes for delivery This is a record of participants’ views on the day and subsequent written representations, The Crown Estate has anonymised, synthesized and structured the workshop outputs for consistency but does not necessarily endorse any individual view expressed.

| Lineage | Lineage includes the background information, history of the sources of data, data quality statements and methods. | This workshop, led by The Crown Estate and the Department for Business, Energy and Industrial Strategy (BEIS) and supported by the Department for Environment Food and Rural Affairs (Defra) brought together policy makers, regulators and government advisors from all UK administrations as well as representatives from the offshore wind industry, environmental non-governmental organisations (NGOs) and other important users of the sea. They worked to define the outcomes, goals and delivery routes that would be needed for a strategic enabling actions programme to meet the challenges in increasing offshore wind deployment in the UK in a co-ordinated and sustainable way. It was an incredibly productive day, with all involved taking the opportunity to contribute extensive expertise. As set out in this report, some excellent outcomes and goals have been defined which can now form the basis for a robust programme. There was consensus that the programme should maintain a strategic position rather than focus solely on project delivery. This will allow The Crown Estate and its programme partners to leverage existing programmes across UK Government, the devolved administrations, the private sector and academia and provide a delivery focus where this does not already exist. There is great ambition for this programme, which will be needed if we are to meet our aspirations for achieving Net Zero whilst at the same time protecting our sensitive marine environment and minimising conflict with other users of the sea. This workshop has provided an excellent starting point for a successful long-term programme. |
